Government Registration Checklist

Complete registration guide for federal, state, and local government contracting.

Required for all federal contracting opportunities. Complete these steps in order.

Step 1: Obtain a UEI (Unique Entity Identifier)

  • ☐ Go to SAM.gov and request a UEI
  • ☐ Have your business legal name, address, and EIN ready
  • ☐ UEI is assigned within 1-2 business days (free)
  • ☐ Record your UEI number securely

Step 2: Register in SAM.gov

  • ☐ Create a Login.gov account (required for SAM access)
  • ☐ Complete the SAM.gov entity registration
  • ☐ Provide banking information for EFT payments
  • ☐ Select your NAICS codes
  • ☐ Complete the representations and certifications
  • ☐ Submit and wait for validation (7-10 business days)
  • ☐ Renew annually (set a reminder)

Step 3: Obtain CAGE Code

  • ☐ CAGE code is automatically assigned during SAM registration
  • ☐ If not received, request through DLA (Defense Logistics Agency)
  • ☐ Processing takes 1-2 business days

Step 4: Additional Federal Registrations (Optional)

  • ☐ SBA Dynamic Small Business Search profile
  • ☐ GSA Schedule (for recurring government sales)
  • ☐ Agency-specific vendor portals
  • ☐ SBA certification applications (8(a), HUBZone, WOSB, SDVOSB)

Each state has its own vendor registration system. Here's what to expect.

  • ☐ Identify your state's procurement portal (e.g., MyFloridaMarketPlace, BidSync, etc.)
  • ☐ Create a vendor account
  • ☐ Provide business documentation (articles of incorporation, insurance, etc.)
  • ☐ Select commodity/service codes relevant to your business
  • ☐ Complete any required diversity certification applications
  • ☐ Set up bid notification preferences
  • ☐ Register in multiple states if you serve a broader region

🏘️ Local Registration

Local governments often have separate registration requirements.

  • ☐ Counties: Register with county purchasing departments in your service area
  • ☐ Municipalities: Register with city/town procurement offices
  • ☐ School Districts: Register with local school board purchasing departments
  • ☐ Authorities: Register with special districts (water, transit, housing, etc.)
  • ☐ Obtain any required local business licenses or permits
  • ☐ Check for cooperative purchasing agreements (e.g., OMNIA, Sourcewell, TIPS)
