Why Use a Bid/No-Bid Matrix?

Not every opportunity is worth pursuing. Preparing a government proposal takes significant time and resources. A bid/no-bid decision matrix helps you objectively evaluate opportunities so you focus your efforts on contracts you can realistically win and profitably deliver.

Score each criterion from 1 (Low/Poor) to 5 (High/Excellent). Total your score to make your decision.

📋 Decision Guide

Score 48-60: Strong BID

This opportunity is a strong fit. Prioritize this proposal and allocate resources accordingly.

Score 36-47: Conditional BID

Pursue if resources allow. Consider teaming arrangements to strengthen weak areas.

Score 24-35: Proceed with Caution

Only bid if you can address the gaps. May be better suited as a subcontracting opportunity.

Score Below 24: NO-BID

This opportunity is not a good fit. Document why and move on to better-aligned opportunities.

⚠️ Automatic No-Bid Triggers

Regardless of score, consider a no-bid decision if any of these apply:

  • You cannot meet mandatory requirements or certifications
  • The incumbent has a strong relationship and there's no indication of dissatisfaction
  • The proposal deadline doesn't allow adequate preparation time
  • The contract requires bonding you cannot obtain
  • Payment terms would create serious cash flow problems
  • The scope requires capabilities you don't have and can't subcontract
